1954
The mining industry in Kaki Bukit had deteriorated. Many of the Chinese tin-miners lost their jobs and homes. Thus, they moved to a funeral home in order to get shelter. Dato Loh Ah Tong, the then EXCO member of Titi Tinggi, decided to give them better shelter.
锡矿业没落，外籍员工无家可归， 不惜到殡仪馆留宿。拿督罗运通·决定给他们·兴建一件固定的居所。
1956
Dato Loh Ah Tong received RM2.5k funds from Tan Sri Sheikh Ahmad bin Mohd, the first Menteri Besar of Perlis to build a home for the homeless. Mr Yeow In Poy also donated his orchard land for this purpose. In addition, the mining company contributed a portion of its profits (for one "picul" of tin ore the company contributed to cents) to support the operation of Old Peoples Home Kaki Bukit, Perlis as compensations to its former workers. The Home started with about 15 residents. In the years that followed, other "wakil rakyat" like Leong Choon Ling and Goh Eng Toon helped greatly in the running of the old Peoples Home.
玻璃市第一任州务大臣 Tan Sri Sheikh Ahmad bin Mohd 将政府高达两万五千零令吉的拨款转交拿督罗运通用以兴建老人院。而当地居民姚恩培也捐出一片芒果园作为老人院的新址。矿业公司也拨出部分的盈利 （每一担抽出十分钱），帮助老人院的运作。此外，第二任代表梁春粦以及第三任代表吴英顿也是尽心尽力为老人院筹募款项。
1985
Dato Loh Yoon Foo took over as Chairperson. There were then 50 residents. Rumah Sejahtera Kaki Bukit improved further under his supervision.
拿督罗运富接任老人院的第二届主席。当时有五十位居户。借着拿督罗运富的监督下，加基武吉老人院渐入佳境。
1986
Dato Loh had gathered RM150,000 funds from government agencies as well as other contributors for expansion of the home resulting in a more comfortable place for old folks to reside. The old folks also received monthly allowance as living expenses. In 1956 they received RM10 per month, increasing gradually to RM100 in kind per person.
拿督罗运富成功向政府机构及公众申请到了十五万令吉用以扩建老人院，并获得医院捐赠床架和橱柜。同时，政府也提高了老人们每月所能领取的援助金，以便能让老人们的生活会更好一些。从1956年每个月补助RM10，慢慢提升至RM100的伙食费。
2011
In January, RM300 in cash was given to each old folk to manage their own daily meals. However, after only a two-week trial, the old folks found they had run short of money for food. Dato' Loh decided to ask the old folks to contribute RM100 to the running of the Home and the folks kept RM200 as their own pocket money.
从一月开始，每位院里的老人领取RM300的生活费，但是这个措施并不够老人们的开销，所以拿督罗运富决定让院里的每一位老人每月献出RM100作为老人院的伙食费，剩余的RM200作为自己的零用钱。
2015
Michelle Loh officially became the third chairperson of Rumah Sejahtera after the demise if her father, Dato Loh. Pusat Jagaan Rumah Sejahtera Kaki Bukit is operating smoothly now with the help and kind contribution of generous contributors. There are presently 20 residents.
Michelle Loh，拿督罗运富的大女儿正式接任为加基武吉老人院的第三任主席。在各方善心人士的捐献以及帮助下，老人院得以继续运作，老人们的生活也因此获得保障。
